Mostly it's just whatever idea pounces. An attempt to explain the relations 
between rats and snakes has these parts:

   setting is an alternate universe (au) of Earth Prime
   all animals have the same intelligence as on Earth Prime but humans are 
much more sedentary and technology is pre-firearm
   the New World remained unknown until a big rock from space made a soft 
landing and was found to have magic ore that some humans quickly learned how 
to use for power and control
   a decade or so later it was discovered that a much larger piece had 
landed in au-North America and greed forced contact
   the ore was mined and refined and stored in large amounts
   one ore-dump went critical and exploded, taking all others with it
   the physical damage was large but limited, while the magic blast killed 
all humans on au-NA and devastated those nearest the mines in the old 
country; the dust will have consequences later, for now it's the chunks
   around one of the chunks conditions were such as to create a very few 
sapient individuals among rats, about 1 sapient to 1000 non-sapient (ns)
   another chunk had landed nearby in a snake den causing a single clutch of 
eggs to produce five sapient snakes, three female; only those eggs with both 
parents sapient produced sapients, also about 1-in-1000
   for the snakes to become sapient they had to become warmer-blooded, which 
raised their food requirements to near that of similar-sized mammals
   after several months the two populations came in contact and found each 
the answer to a problem of cannibalism; the snakes could eat the ns-rats and 
the rats could eat the ns-snakes
   one of the things the magic blast did was make 'templates' of attitude 
and outlook from the humans which were 'set' into new sapients and produced 
a Camaraderie-of-Sapience that kept the smart ones safe while letting the 
mothers 'wean' their offspring earlier and without guilt
   the two areas were near the human town that had been built for a port and 
the rats and snakes started using it; this is the setting for a club named 
The Perilous Place, something like a Halloween Haunted House but the patrons 
can become performers (critters-with-harness pictures)
   after several months of hard work the critters could produce 
half-sapients consistently, from whom sapients came about 1-in-50
   this eased the excess-population problem and had a benefit of its own: 
the half-sapients were fatalistic and readily followed directions, and the 
camaraderie didn't apply
   the rats and snakes started breeding other critters in the high-magic 
areas and they began to produce sapients of their own kind

Most of my vore pictures can be set somewhere along that time-line. Also 
most of the critters being eaten in them know that they were born to be 
snake food.
